Free Request for Proposal Templates

Use a request for proposal template to explain what your organization needs and ask vendors how they would deliver it. These six resources include a general Word RFP, a short cover sheet, and specialist examples for audit services, event audiovisual services, talent software, and security services.

An RFP is written by the buyer requesting proposals. A vendor’s response is a separate document describing its approach, qualifications, schedule, and price. Start with the general template unless a specialist resource closely matches your project.

Choose an RFP Template

Resource Format inside ZIP Best use
General RFP DOCX Building a service or supply request
Short cover sheet DOCX Introducing a separate scope and attachments
Audit services DOCX Requesting audit firm proposals
Event audiovisual DOCX Communicating event and supplier requirements
Talent management software DOCX Developing a system-selection outline
Security services PDF Reviewing a sector-specific sample

Each download is a ZIP archive. Extract it before opening the document. Five resources are editable Word DOCX files; the security example is a PDF. The short cover sheet and software outline need additional content before they can form a complete solicitation.

What to Include in an RFP

  • Background and objective: the problem to solve, current situation, and intended outcome.
  • Scope and deliverables: what is included, what is excluded, and how completion will be assessed.
  • Requirements: essential capabilities, service levels, constraints, dependencies, and any optional items.
  • Vendor response structure: required sections, qualifications, references, implementation approach, and pricing schedule.
  • Procurement timetable: questions deadline, clarification date, proposal deadline, and anticipated review or start dates.
  • Submission instructions: named contact, destination, file format, attachments, deadline time, and time zone.
  • Evaluation method: mandatory checks, scored criteria, and weights where used.
  • Commercial and contract information: proposed terms, pricing assumptions, responsibilities, and matters requiring review.

How to Customize and Issue Your RFP

  1. Agree on the need. Confirm the scope, stakeholders, available budget information, and decision owner before editing the template.
  2. Write comparable requirements. Number important requirements and distinguish mandatory items from preferences. Ask vendors to explain how they meet each one.
  3. Standardize pricing. Request a consistent breakdown of setup, recurring charges, optional work, expenses, assumptions, and exclusions. Define the period used to compare costs.
  4. Plan evaluation first. Agree on the criteria and scoring guidance before reviewing proposals. Describe the process clearly in the RFP.
  5. Complete the package. Replace placeholders, remove author notes, update the table of contents, and include every referenced scope, worksheet, drawing, or draft agreement.
  6. Check and distribute. Have the appropriate technical, procurement, finance, and legal reviewers check the relevant sections. Keep a versioned copy and use a consistent process for questions and amendments.

For public-sector or otherwise regulated procurement, follow the required process and current official documents. A sample from another organization does not establish the rules for your purchase.

Example RFP Scope

Project: Replace a small organization’s public website (fictional example)
Objective: Make service information easier to find and allow staff to update approved content.
Deliverables: Discovery summary, page structure, design, implementation, migration of 20 agreed pages, testing, editor training, and handover documentation.
Excluded unless separately priced: Ongoing content writing and a customer account portal.
Vendor response: Proposed approach, named team, schedule, two relevant examples, itemized costs, support options, and assumptions.
Acceptance: Demonstrate the agreed page templates, content editing, forms, and test outcomes against a checklist approved during discovery.

This scope is more useful than “build a modern website” because it defines outputs, boundaries, and the evidence needed at handover. Add the actual accessibility, security, hosting, integration, and service requirements appropriate to the project.

Example Proposal Evaluation Criteria

The following is an illustrative scoring plan, not a requirement built into the downloads. Set your own criteria to match the project and procurement process.

Criterion Weight Evidence to review
Fit with requirements and proposed approach 40% Requirement responses, methodology, and deliverables
Relevant team experience 25% Comparable projects, assigned roles, and references
Comparable total cost 20% Requested cost breakdown and stated assumptions
Delivery and support plan 15% Milestones, risks, handover, and support commitments

Weights total 100%. If you use a 0–5 rating for each criterion, its weighted contribution is rating ÷ 5 × weight. A rating of 4 on the 40% criterion contributes 32 points out of 100. Define the price-scoring method separately so reviewers do not improvise it after seeing the bids.

Keep mandatory eligibility checks separate from scored preferences. Record the evidence behind scores and apply the same evaluation instructions to every proposal.

Frequently Asked Questions

Are these RFP templates editable?

Five selected resources are Word DOCX documents. The security services sample is a PDF reference. Extract the ZIP archive first and check the final layout after making changes.

What is the difference between an RFP, RFI, and RFQ?

An RFP asks suppliers to propose an approach and commercial offer. An RFI gathers information to understand available options. An RFQ commonly requests prices against a more defined specification. Organizations may use these labels differently, so state exactly what response you need.

Is the short cover sheet a complete RFP?

No. Form 28 points to separate technical, commercial, and agreement annexures. You need to create and attach those documents or replace the references with your actual package.

Should an RFP include a budget?

Decide what budget information helps vendors propose realistic options under your process. Whether you disclose a ceiling, range, or no figure, request a consistent pricing breakdown and make assumptions clear.

Can I use the software outline for any IT purchase?

Form 42 focuses on talent management systems. Its structure can inform another software RFP, but the functional requirements, integrations, examples, and referenced worksheets need substantial adaptation.

Can a vendor use these to respond to an RFP?

These selected resources primarily help buyers prepare requests. Vendors should follow the buyer’s issued instructions and response format. A bid proposal template may help organize a separate offer.
